Illegal tour operators, also know as pirates, are on the rise on Punta Cana beaches. These pirates sell unauthorized and illegal tours and excursions to unsuspecting tourist. Pirates have a reputation for placing visitors in vulnerable and dangerous situations, or even selling fake tours.
